AX2012 With a new Database

I am very new to AX, and we are in the process of having  a firm convert us from AX2009 to 20012.

We have a dev/test environment, that we and the firm uses.  My question is can I copy the database and then point my client side to the new database without creating a new AOS  ect.. If so how?  I cannot modify the database information from within AX, I have tried to create a new config file from the tool in Adminstrative tools, but how do I get the client to point to it?

Also, is there any kind of Microsoft upgrade wizard that can upgrade the current 2009 to 2012?  Right now the firm is importing data into the 2012 environment.
