non PO invoice with AIF but the “Post” button is disabled (grey'd out) AX2009

AX2009 We upload a non PO invoice with AIF but the “Post” button is disabled (grey’d out).  I notice the “ReportedAsReadyBy” and “ApprovedBy” fields are properly set in the XML.

But when I look at the journal in AX, those properties are NOT set. Does AX have some security that would stop these properties from being set?  Or if there is something we can do to Activate that Post button?
