Vendor tooling accrual entry with each purchase transaction

I have a unique situation where we purchase several thousand parts, several times each year where 3.5 cents per each part is set aside at the vendor end to fund tooling repairs and replacements.

Does anyone have a suggestion how i might maintain this 3.5 cents per part in Dynamics? I would really like to eliminate the spreadsheet that we try to maintain.
